Dear Colleague,
Topics of the BMEI 2013 Section on Informatics include (but are not limited to): Communications and Networking, Software Engineering, Data Engineering, Intelligent Computing, Information Security, Automation and Control, etc..
We cordially invite you to submit a paper to the upcoming 2013 6th International Conference on BioMedical Engineering and Informatics (BMEI 2013) and the 2013 6th International Congress on Image and Signal Processing (CISP 2013) will be held in Hangzhou, China.
An old Chinese saying goes, "There is heaven above, Suzhou and Hangzhou below." (Suzhou is about 100 kilometers north of Hangzhou). Famous for its scenic splendor, Hangzhou attracts more than 20 million tourists from home and abroad every year. West Lake is completely man-made in the imperial garden style. "Impressions of the West Lake" is an evening spectacle of light and dance staged outdoors at West Lake, created by award-winning director Zhang Yimou and musician Kitaro. Peak Flown in from Afar and Lingyin Temple are well-known for Buddhist carvings. Hangzhou is among the six oldest cities in China and is the southern end of the Beijing-Hangzhou Grand Canal, the longest canal ever built in the world. Boating on the old Canal is one of the best ways to get a panoramic view of river towns, with ancient dwellings, traditional stone bridges, and historical relics. Explore Chinese culture at the museums of tea, silk and Chinese medicine.
As with past CISP-BMEI conferences, all papers in conference proceedings will be submitted to both EI Compendex and ISTP, as well as IEEE Xplore (All CISP 2008-2012 and BMEI 2008-2011 papers have already been indexed by EI Compendex and included in IEEE Xplore. BMEI 2012 papers have been included in IEEE Xplore and submitted to EI Compendex). Substantially extended versions of best papers will be considered for publication in a CISP-BMEI special issue of a SCI-indexed journal.
CISP-BMEI 2013 is a premier international forum for scientists and researchers to present the state of the art of multimedia, signal processing, biomedical engineering and informatics. The registration fee of US*D390 includes proceedings, lunches, dinners, banquet, coffee breaks, and all technical sessions.

July 24, 2013: President Barack Obama speaks about the economy, at the
University of Central Missouri in Warrensburg, Mo.APWASHINGTON The Senate
voted Tuesday to fill all five seats on the National Labor Relations
Board and prepared to consider President Obama's picks for top diplomatic
and law enforcement posts as the chamber whittled down a pile of
stalled nominations.Tuesday's votes included the last of the seven nominees
that were part of a bipartisan deal earlier this month in which
some Republicans agreed to end stalling tactics. Democratic leaders hope
to also push other nominations through the Senate before Congress begins
its summer recess this weekend, but some face uncertain fates.Even so, that
bipartisan agreement -- which saw Democrats drop a threat to change Senate
rules to weaken minority party clout -- has let Obama fill some
major gaps in his second-term administration. That deal and the momentum
it has created has let him install leaders at agencies including the
FBI, the Labor Department, the Environmental Protection Agency and the Consumer
Financial Protection Bureau. On Tuesday, the chamber moved rapidly for the
normally glacial Senate and approved three Democrats and two Republicans
to serve on the NLRB, which helps resolve labor disputes.Without confirmation
of at least one of them before Congress' recess, much of the
NLRB's work would have ground to a halt by late August. That
is when NLRB Chairman Mark Gaston Pe

a special section of the Fremont Detention Center. The lodging option is
part of an Alternative Confinement Program, which was created to increase
revenue and reduce overcrowding of nearby jails.Convicts with no criminal
gang connections, history of violence, or sex crime convictions can opt
to stay at the Fremont facility as an alternative to staying in
the larger Glenn E. Dyer Detention Facility in Oakland or the Santa
Rita Jail in Dublin, which houses 4000 inmates, many of whom have
gang affiliations. Fremont has a maximum capacity of 96 prisoners."It's
still a jail; there's no special treatment, Lt. Mark Devine, who oversees
the pay-to-stay program told a local newspaper, the Argus. "They get the
same cot, blanket and food as anybody in the county jail, except
that our jail is smaller, quieter and away from the county jail
population."Fremont spends just over $8 a day per inmate. The city could
earn an annual net profit of about $244,000 if they can house
16 inmates for two nights per week."This place is for a person
who has committed a petty theft or a DUI," Devine added. "It's
for people who need to serve one or five, or maybe 10
days in jail."Inmates can stay in p

three methods.iStockMarshs overall preferred method is to let your frozen
steak thaw in the refrigerator overnight. Allowing it to defrost slowly
and at a controlled temperature lends to a juicier, more flavorful steak.
Place the frozen steak in its wrapper on a plate or flat
surface and allow it to defrost overnight on the bottom shelf of
your refrigerator.iStockIf youve just gotten home and you need that frozen
steak cooked that night, the sink is Marshs second preferred method for
thawing a steak. If you can spare the space, he recommends filling
the entire sink with cold water and allowing the steak to defrost
in its packaging. This allows the steak to defrost evenly and at
a controlled temperature. Because the cold water will become slightly warm
from sitting, this method works faster than the refrigerator and usually
only takes about 20 minutes.iStockMarsh strongly discourages using the microwave
to thaw a steak. The heat from the microwave causes the steak
to lose its natural juices, and the final product with be drier
and less tender than had you used the refrigerator or sink. That
being said, he knows that sometimes the microwave cant be avoided, and
claims that oftentimes defrosting in the microwave goes wrong because people
dont know how to do it correctly. To use the microwave, leave
the steak in its packaging and watch it carefully as it defrosts.
As soon as the out portions start to thaw, take it out
and let it rest.
The Senate is ready for a showdown on President Obama's pick to
head the Bureau of Alcohol, Firearms, Tobacco and Explosives in a battle
that carries echoes of this year's gun control fight.Democrats were forcing
a vote Wednesday on ending Republican stalling tactics against B. Todd Jones'
nomination to head the agency, which enforces federal firearms laws. They
are hoping for a different outcome this time for Obama and his
allies, who were defeated in April when the Senate refused to expand
background check requirements for gun buyers. With Congress itching to begin
a summer recess at week's end, Wednesday's schedule also includes a vote
on ending delays against Samantha Power, whom the president nominated to
become ambassador to the United Nations. The former Obama foreign policy
adviser and longtime human rights activist was expected to win approval.Jones
seemed to face tough odds in January when Obama named him to
become ATF director. But with the influential National Rifle Association
saying this week that it is neutral about Jones, Democrats have expressed
optimism that they will garner the 60 votes needed to halt the
delays and hold a confirmation vote."I think we're going to get it,"
said Sen. Richard Durbin, D-Ill., the Democrats' vote counter.Obama nominated
Jones shortly after the December massacre at an elementary school in Newtown,
Conn., turned firearms violence into a top-tier issue. The gunman killed
