It now includes a function that could be used in the future to generate
even-weight, consistent, joint sign-flip sequences. I've also included
some information about tag counts. I note that > 99% of tags in the
Keck 2012 coadd have a corresponding tag in the BICEP2 coadd. This
means that, while most of the BICEP2 noise can't be correlated with
Keck, almost all the Keck noise can potentially be correlated with
BICEP2.
